In general, the screening for entry on a temporary visa is much less thorough than the screening for a permanent visa: the health checks are less thorough, a Police Clearance certificate is not required and your ability to earn a living is not assessed.
All permanent visas include the right to work and seek employment in Australia, but not all Australian temporary visas do so need to understand the rules of each type of temporary visa carefully.
